On 13 and 14 November, Laurentiu Dumitrica, a criminal justice monitor from EULEX’s Case Monitoring Unit, participated at a seminar on “Strengthening of Rule of Law Compliant Criminal Justice Responses to Terrorism” organized in Tirana by the OSCE Presence in Albania and the Action against Terrorism Unit of the OSCE Secretariat. The seminar, which brought together Albanian officials within law enforcement and criminal justice, as well as lawyers and members of the civil society, aimed at exchanging experience and promoting best practices in the framework of the Rabat Memorandum on Good Practices for Effective Counterterrorism Practice in the Criminal Justice Sector of the Global Counterterrorism Forum. The EULEX official shared relevant experience emerging from the systemic monitoring of the criminal justice system in Kosovo, noting in particular the similarity of the features and challenges faced during counterterrorism investigation and trial proceedings across the region, in particular in Kosovo, Albania and Bosnia and Herzegovina. At the workshop, national and international experts shared advanced practice and positive developments in the institutional efforts against terrorism, some with particular relevance for Kosovo, for instance in the area of protection mechanisms for criminal justice officials, the use of experts in religious extremism during court proceedings, and effective de-radicalisation programming in prisons. The EULEX official was joined at the seminar by an officer of the Kosovo Police - Department against Terrorism, who presented the challenges and successes in the investigation of terrorism in Kosovo.
