Selection Process

Phase 1 - Preparation of Application

Your application gives us a first impression of your experience and skills. To make an objective assessment, complete all sections carefully and clearly in our working language, English.

How to prepare the application:

  • Understand the Organisation: Learn about our mission, values, culture, and recent developments to tailor your application.
  • Read the Job Description: Understand the required skills, qualifications, and responsibilities.
  • Follow Instructions: Adhere to application instructions precisely. Missing a step can disqualify your application.
  • Submit Early: Submit your application well before the deadline to avoid any last-minute issues.
  • Make yourself familiar with the online submission platform before the application deadline.

Phase 2 - Submission of Application

International Recruitment

  • If you are already registered on Goalkeeper and you have an EU Login, apply here.
  • If you do not have a Goalkeeper account or an EU Login, create your account here.
  • Non-EU nationals: Only seconded nationals of a non-EU Contributing Third State can be proposed by their National Seconding Authority (no personal applications will be considered): please contact your seconding authority to send them your application form.
    Note: We cannot provide contact details of national Seconding authorities. You will have to obtain this yourself.
  • Applications submitted via other channels will not be considered.
    Note: Seconded positions are only available for candidates already validated in the database of their Seconding Authority. You should contact your national Seconding Authority for more information on applying for vacant Seconded positions.

Local Recruitment

Submit your application through the following steps:

  • Online Portal: Complete the online application form on our website, ensuring all required fields are filled out.
  • Application Deadline: Ensure your application is submitted by the specified deadline to be considered for the position.

Phase 3 - Interview Process

Shortlisted candidates will be invited for an in-depth interview with the hiring committee, including competency-based and scenario-based questions.

Panel interviews will be with multiple organization members to assess the candidate's suitability within the team and organization.

EULEX Interviews:

International interviews: Usually conducted via video call.

Local Interviews: Usually conducted in person.

The interview process at EULEX is divided into three phases:

  1. Opening Phase: Introduction and opening questions
  2. Main Phase: Job Related, Competency-Based (CBI) and Scenario-Based Interview (SBI) questions.
  3. Closing Phase: Closing questions and information on the next steps in the process.

OPENING QUESTIONS

Opening questions are targeting for information related to the applicant’s professional and educational background, his/her motivation to apply and his/her understanding of the position. With a question like this you are invited to introduce yourself to the interview panel in regard to your suitability for the job, your motivation and your knowledge about the Mission.

TIPS TO ANSWER SUITABILITY QUESTIONS

  1. Study the job description and make yourself familiar with the job tasks and responsibilities as well as with the mandatory and desirable requirements.
  2. Identify what in your professional and educational past fits the job requirements, tasks and responsibilities.
  3. Prepare some examples of professional achievements which show your profile fits the position and which highlight your unique selling points.
  4. Avoid repeating your CV which has been studied by all panel members.

TIPS TO ANSWER MOTIVATION QUESTIONS

  1. Make sure you mention your motivation for the position, organisation and work region.
  2. Explain how you can contribute to the organisation in case of selection, DO NOT limit your answer to what you will gain through such assignment.

TIPS TO ANSWER MISSION KNOWLEDGE QUESTIONS

  1. Keep the attention of the selection panel by sharing your understanding of the Mission and its legal and institutional framework.
  2. Prepare an answer in your own words as if you would describe the matter to a friend.
  3. DO NOT repeat the official Mission statement/introduction when answering this question.

COMPETENCY BASED INTERVIEW (CBI) QUESTIONS

During a EULEX Interview you will usually be asked CBI questions. The basic assumption of the CBI interviewing technique is that past behavior is the best predictor for future behavior. Thus, these questions are formulated in past tense and are asked to assess interview candidates against pre-defined competencies. Competencies are the combination of skills, knowledge and attributes which enable a person to perform successfully if hired for a suitable position. Some competencies have to be demonstrated by all staff members of an organisation (e.g. Respect for Diversity, Teamwork), some competencies are related to a certain professional area (e.g. Client orientation, Technological Awareness, Communication, Planning & Organising) and some are necessary to perform successful in managerial positions (e.g. Leadership, Trust-Building, Decision-making). Usually, panel members are looking for evidence/indicators of competencies within the provided answers of an interview candidate.

TIPS TO ANSWER CBI QUESTIONS

  1. Read the job description carefully and identify the main competencies which are required for the position.
  2. Prepare some examples of situations of your professional past which display this competency the best.
  3. To structure your possible response, follow the STARK or BACK model (see table below).
  4. Make sure that during your response you refer to “I” not to “WE”. The panel is interested in your actions, not in the actions of a team!
  5. Listen carefully to the questions. In case your prepared answer does not fit consider twisting your answer or try to come up with a different example.

SCENARIO BASED INTERVIEW (SBI) QUESTIONS

The interview panel is also interested in your technical skills. Most of us are familiar with straight forward questions which assess the technical knowledge of an interview candidate. However, it is much more important to the interview panel to assess whether a candidate is also capable of transferring this knowledge into action. Thus, during a EULEX interview question you might be asked a SBI questions. In such case, you will be given a likely scenario which you may come across if you would be selected for the position you are interviewed for. Your task will be to describe the actions you would take if facing this scenario.

TIPS TO ANSWER SBI QUESTIONS

  1. Take some time before answering a SBI question and make sure you have understood the question.
  2. Do not hesitate to ask for clarification.
  3. Be aware there is not one correct answer and feel free to elaborate the scenario by providing several options of course of action considering different scenario developments.
  4. Ask the panel if you can provide an example of your professional past, in case you experienced a similar situation.

CLOSING QUESTIONS

Sometimes applicants want to ask the panel very smart questions. Be careful because that can backfire! Here are some tips:

  1. Do not ask something which is aiming for confidential information.
  2. In case you do not have any questions for the panel, do not feel obliged to come up with one in case you are asked.

Phase 4 - Test/ Written Assignment

Depending on the position, candidates may be required to complete a test or written assignment:

  • A practical test or assignment relevant to the job role to evaluate your technical skills and problem-solving abilities.
  • A test to assess your logical reasoning, analytical skills, and overall suitability for the role.
  • Candidates are informed via email of the test/exam schedule and submission deadlines.

Phase 5 - Selection Process

The final selection process involves the following:

  • Review of interview and written test results as applicable: The selection panel will review the interview notes and test results.
  • Final Decision: The selection panel will make its recommendation based on the overall assessment of the results for each candidate. The EULEX Head of Mission or the Managing Director (Civilian Operations Commander - CivOpsCdr) of the Civilian Planning and Conduct Capability (CPCC / Headquarters of civilian CSDP Missions, part of the European External Action Service - EEAS) make their final decision, depending on the position.
  • Reference Checks: The provided referees of the last eight years shall be contacted for verification of previous work experience and inquiries on the character and abilities of the candidate proposed for selection (for contracted candidates only)
  • Selection notification: Successful seconded candidates shall be informed by the seconding authority through CPCC, whereas contracted candidates will receive the notification of provisional selection directly from the Mission.

Tips to help you perform well during the interview

General Tips

Please see below some tips for a successful interview:

  • Learn about the organisation and the job role before the interview.
  • Dress professionally and comfortably.
  • Be polite and respectful to everyone you meet.
  • Plan to arrive at least 10-15 minutes early to account for any unforeseen delay if interviewing in person; or log in and wait in the ‘lobby’ if interviewing online. Please be patient, the panel will receive you as soon as they are available. Delays of 10 minutes or more may happen.
  • Practice good body language and eye contact.
  • Listen to the questions carefully and think before you answer.
  • Read and prepare related examples for CBI questions.
  • Relate your answers to how you can contribute to the organization’s success.
  • Keep your answers concise and positive.
  • Reference your accomplishments and skills.
  • Prepare answers for common questions like “Tell me about yourself,” “Why do you want to work here?” and “What are your strengths and weaknesses?”
  • Ask the interviewer to repeat or clarify anything you don't understand.
  • Ask any question you think needs clarification and thank the interviewer for their time.

Tips for phone interviews

  1. Make sure that both phone lines for which you provided the phone numbers are well connected for the interview.
  2. Look for a quiet place which is free from distraction (e.g. switch off phone notifications, doorbell).
  3. Pay attention and listen carefully to the interview questions.
  4. Consider pausing after a question is asked during the interview as there might be a delay in transmitting.

Tips for video interviews

  1. Make sure that you have all technical equipment and necessary apps downloaded for the video interviews as per the given instructions.
  2. Turn off any alerts which may be installed on your device (e.g. email notification, software updates).
  3. Check your internet connection and have a plan B in place in case the internet connection crashes (e.g. different network at a different location).
  4. Choose a location which is free from distractions (e.g. switch off phone notifications, doorbell).
  5. Make sure that on the day of the interview your laptop, tablet or mobile phone is fully charged and have an alternate device ready as well.
  6. Consider pausing after a question is asked during the interview as there might be a delay in transmitting.
